In the New Testament church bishops, elders and pastors were the same men.  From the scriptures it is evident that each church
properly established was governed by a plurality of elders.
"for they watch for your souls, as they that must give account, that they may do it with joy, and not with grief..."  Heb. 13:17
"The elders therefore among you I exhort who am a fellow elder, and a witness of the glory that shall be revealed:  tend the flock of
god which is among you, exercising the oversight, not of constraint, but willingly, according to the will of God; not yet for filthy lucre
but of a ready mind:  neither as lording it over the charge allotted to you, but making yourselves examples to the flock" (I Peter 5:1-3
"Take heed unto yourselves, and to all the flock, in which the Holy Spirit hath made you bishops, to feed the church of the Lord which
he purchased with his own blood."  Acts 20:28

Duties of congregation to elders:

In the early churches, certain men were officially appointed as servants (diakorios) and assigned to certain duties.  In every instance
where the word is found in the N.T., regardless of its form, the idea of "service" is there.  "Diakonos" is translated into English as
servant, minister, waiter, or attendant.  Always the "diakonos" execute the command of others.  The elders oversee the work of the
church and delegate the deacons to carry out special work of the church, thereby relieving the elders of material and physical work.
"For they that have used the office of a deacon well purchase to themselves a good degree, and great boldness in the faith which is
in Christ Jesus"  I Tim. 3:13
"His Lord said unto him, Well done, thou good and faithful servant:  thou hast been faithful over a few things, I will make thee ruler
over many things; enter thou into the joy of the Lord."  Matt. 25:21
